PH: a restless drakeen can spawn at the locations marked on the map. Upon the death of the 'a restless drakeen' trigger, Kildrukaun the Ancient will instantly spawn.

i was unable to see Kildrukaun the Ancient on track from where the drake's phs are but he was up had me worried for a minute
